  Have you looked at the entity loader API in libxml2 ?
 http://xmlsoft.org/html/libxml-parser.html#xmlSetExternalEntityLoader

to see examples of external entities loader see xmlNoNetExternalEntityLoader
in xmlIO.c

  This should give you all the flexibility you need.
