  I don't understand. I just made ./autogen.sh --without-html ; make
on my CVS checkout and compialtion just worked.

paphio:~/XML -> ./xmllint  | grep 'HTML parser'
paphio:~/XML -> /usr/bin/xmllint  | grep 'HTML parser'
        --html : use the HTML parser
paphio:~/XML ->

Could you explain what problem you really got, what version you used, etc...
Dumping a patch without much background can lead to misunderstanding,
