[xml] libxml usage

I have a usage question regarding libxml.  For both
HTML and XML documents, I need to be able to perform
the following:

1.  Detect encoding if specified in the document
2.  convert document to UTF-8
3.  convert all entities to character equivalents in
UTF-8

Can I use libxml to do all of this?
