[xml] include index.sgml in thedistribution archives of libxml and libxslt

can you please add the index.sgml files (for gtk-doc) to the release archive.

I've found a useful tool to search gtk-doc
  http://trific.ath.cx/software/gnains/
and this indexes the 'index.sgml' files.
