[xml] LibXML under Windows

I need to use XML::LibXML from my PERL script running under Windows 2000.
I have downloaded the binaries iconv.dll and libxml2.dll and put them in my
path.
How do I install the PERL packages necessary to use these binaries?
- also where do I get them from?

I hope someone can help because I can't seem to find any documentation that
tells the whole story.
