thans for the pointers - i had the wrong filename, and also i was not
using a well-formed XML document as the target of the include. 

the difficulty is i was naievly assuming that would be including
something as it it was already within a <netperf></netperf>, instead,
with the well-formed (I think that is the correct term) i end-up with a
<netperf> element nested within my original <netperf> (according to the
--debug output of xmllint --xinclude) i suppose there is yet another
thing i didn't fully appreciate about Xinclude :)
