It's not a generic cygwin problem - I didn't encounter it. I was running
a cygwin1.dll ~= to 1.3.2 at the time I was digging into libxml.
BTW: Are those patches I sent in under consideration?

Hi,
I found an installation problem with libxml2-2.3.9 on win32 with
cygwin
1.3.1.
It seems that xmlversion.h.in is not created in libxml. I do it by
hand and
./configure works fine.
Seems a limitation of your platform (missing symlinks)
backup:~ -> tar tvzf libxml2-2.3.9.tar.gz | grep xmlversion.h.in

backup:~ ->
I'm not sure I can do something for this
