Ah, I understand.
I think you have a problem that can only be solved in the X server; I
don't think the window manager can help you. This sounds like another
thing that needs to be added to the vidmode extension.
Surely a pretty trivial server patch - just store a flag, have a
request to toggle it, and make the code that handles the
scroll-on-mouse-move do nothing if the flag is set.
