Step outside the mouse and keyboard combination, I think you can achieve
the desired behaviour by first dragging window in the task bar, then you
can drop your files in the newly raised window.
I do that now that way because I have no option doing it the way I
described it, and dragging my mouse onto taskbar with target window,
then target window appears and I drop the files. But that is much slower
and much less usable than using both keyboard and mouse.
