I don't want to speak for Jacob, but I read this as basically a way of
multi-selecting using hover to select.  Current rubber banding (click
and hold) allows you to multi-select only things that are arranging in a
rectangular way, or within a rectangle boundary (the rubber band).

Jacob's suggestion then is to have something become selected by holding
down shift and then waving the mouse over things to add to the
selection.  This way you can rubber band, in essence, without being
constrained to the rectangle.
