Ah sorry, you referring to the login sound. Try System ->
Administration -> Login Window, and select the Accessibility tab.

Because at the time you realize that this login will need to be a quiet
one, you are not logged in. And you can't access System ->
Administration -> Login Window without logging in to begin with.
Unfortunately, the same problem applies to any key you could press
during the login: you'd be unlikely to know which key it was until you
looked it up in the help, about two minutes after you'd needed it.
Perhaps the best solution to this problem is to have no login sound by
default.
