In the context you speak of, it's great the way it is. It's great for the 
default, too, but giving people the ability to directly modify the context 
menu makes no contest for all use cases.

The game in question isn't enforcing the resolution, it's simply suggesting 
you use a lower resolution so not to have an unfair advantage, and otherwise 
be limited to watching (which a higher resolution would be better for as 
well). This game does provide a means to set resolution. However, it can also 
be set to adapt to the current resolution. This means it can be a choice of 
the player on whether they would want to change their resolution via in the 
game or in the computer's resolution settings.
