I'm talking specifically about writing documentation for applications.

I already have to say "Windows Start Menu OR Gnome Menu OR KDE Menu", so
if I can reasonably refer to both kinds of Gnome menus with one phrase,
I will use that.

This is true, but unfortunate. It's actually a larger problem than just
the menu.  There are some benefits to hiding the name "Gnome" but there
are so many places that "Gnome" is referred to... I don't know the
solution to this particular problem :)

Yes, true.  Maybe "Menus" (Menu Set) instead then?  Or always refer to
specific menus? "Firefox File Menu"?
