I've always called it  simply the "Gnome Menu". If I want to refer to
the Applications section, I say "Gnome Applications Menu" (And similar
for "Gnome Desktop Menu" and "Gnome Places Menu" or whatever). This
terminology should make sense for both the normal 3-menu layout, or the
more compact menu applet that's just a foot.  

Then the menus for each application would be the Application Menu, or
e.g. the Firefox Menu, Nautilus Menu, whatever.

"Bar" refers to the "physical" form that the menus happen to be placed
upon, so in the case of the main Gnome menu, the "bar" is the panel. In
the case of an application window, the "bar" is the grey (or whatever)
actual bar the menus are on.  Cf. Tool Bar.
