The bug 151842 Owen referenced reminds us of the existing
"maximize_vertically" keybinding, which is there to do exactly what was
being discussed and address the most beneficial circumstance and use the
full height for better display of text.
The base case is covered so keep in mind any further recommendations will
be very specialised and might be more than the metacity developers want
to include but perservering with the existing patch is probably your
best bet.
