If PAM API problems are making GNOME unusable, then we need to get nicer 
API into PAM.

In particular, there could be a call to ask "are there any 
non-username-plus-password authentication methods configured?". In the 9 
out of 10 (99 out of 100?) cases where the answer is "no", we can just 
display the simple username+password login screen.
