Well, effectively you do... you have to put it into still or video
mode before you start. Alright, it's turning a dial rather than
pressing a button (on my digicam at least), but the up-front step
still exists.
And the fact that you can do them both with the same device, albeit
not as well as you could with dedicated separate ones, is kind of
analogous to having discount versions of both features in the same
dialog instead of using separate, dedicated image and video editing
tools...
But you're right, analogies suck :)
