This searches for tags with the name video.ogv. Testing this hear, this 
does seem a bit broken. It is supposed to list all tags associated with 
the file. I will take a look into this.
and if this file is with spaces:
LC_ALL="us_EN.UTF-8" tracker-tag vid\ eo.ogv
<vid eo.ogv>
You shouldn't use <file> notation like this.

Could not get all tags, 1.31: syntax error, expected `}'
Use tracker-tag --help for more details, but this is how it should be used:

$ tracker-tag f\ o\ o.png -a sliff
Tag was added successfully
$ tracker-tag -ts
Tags: 2 (shown by name)
  Busin
    urn:uuid:fb83a496-bef0-c73a-82c1-28d2bd555ec0
    1 file
    file:///media/Nokia%20N900/DCIM/20091209_006.jpg
  sliff
    urn:uuid:06771106-e606-329f-6c6e-56b694bd2579
    1 file
    file:///home/martyn/f%20o%20o.png
