IMHO It is not a good solution for tracker for two reason:

1) We have already a Bugtracker on Bugzilla on GNOME. The main idea is
not to move things around. Keep what is working, changing what is not.

2) We have already the possibility to browse the svn (GNOME viewsvn)

More over, as you already pointed out, track need the mod_python module
on apache and is not really common.
