[Setup-tool-hackers] New release of XST

Hello,

I heard you're planning to release a new version of XST later this
month. If you do so, please inform the translators on
gnome-i18n@gnome.org about that as early as possible.
The last time when XST 0.3.0 came out I was quite surprised noone
told me that there was a new version available.
So please, write mails to gnome-i18n to let people know about your 
plannings in future!
