[Snowy] Unit tests pushed

Hey folks,

I finally pushed the unit tests I wrote a few weeks ago.  They're just
a few initial tests confirming that the REST API works as advertised;
they're certainly not comprehensive.

Please try them out by running:

python manage.py test api

There should be 4 failures right now (all the *BadMethods tests).  If
you get a different result, please let me know, and provide the
complete output of the above command.
