So, this is a long-running issue with Shotwell. In our development parlance, what you're asking for is called an Album. This is an arbitrary collection of photos sorted according to the user's preference. It's similar to tags, but tags are intended to be subject-related keywords. Albums are just any photos put into any order.
Unfortunately, Shotwell doesn't have this feature today. It's actually not a heavily-requested feature, but it does come up now and then.

I'm sorry, but I'm not sure what you mean there (my own lack of sleep might
have something to do with that).
Do you mean sorting photos in an album by hand?
Sorry, I should have been clearer. When one selects an event or tag
in the left hand pane one sees a set of thumbnails in the main window.
In Picasa in the equivalent display one can then drag the thumbnails
about in the main window to get them in the desired order. As far as
I can see, in Shotwell, one can only use View > Sort Photos to
re-order them based on certain criteria.
