quadrants

hi everybody,

following scott's suggestion of using quadrants I have hacked a very
rudimentary set of functions. 

the idea is to define a set of quadrans (a list) and then send and
swap windows in those quadrants.

Quadrants are always relative to the current workspace.

I wish I was more capable in my sawfish programming, but at least it
provides a simple way to send windows to certain regions of the
screen.
