I developed an equalizer plugin some times ago, you can grab it here:

but maybe it needs some modification to work with current code.

I'm planning (but constantly postponing :( ) to update it so as to
pull it out of its 'experimental' status.
I like your idea of having an EQ setting per song. It may be a good
use for tags.

I like your mockup which embeds it in the top part of the main window,
instead of having it floating.
