Yes, this is an alternative to storing the picture in-place. Quote from
the standard:
The use of linked files should however be used sparingly since
there is the risk of separation of files.

are local and that other utilities (EasyTAG or whatever) are used to
manage the actual pictures and/or links much like other metadata is
handled today.
