API freeze exception request for gcr

Hello,

We are planning to remove gnome-keyring's own ssh-agent implementation
by wrapping the stock ssh-agent program provided by OpenSSH[1], which
requires a few API additions in the gcr library as a dependency:

I am not yet sure if we could make the gnome-keyring change to 3.28, but
nevertheless, having the gcr API as part of the 3.28 release would make
the future development easier.

The impact should be small; the API is pretty much only used by
gnome-keyring and not available unless the GCR_API_SUBJECT_TO_CHANGE
macro is set.
