Interesting. Is intltool considered deprecated nowadays? If so, where
can I read more about it?

I would consider it discouraged because it’s effectively a wrapper
around gettext, from the days when gettext was unmaintained and didn’t
support the tools people wanted. Now gettext is actively (and well!)
maintained, intltool is no longer needed.

At least, that’s how I understand it.
