Basically the setting UIs shipped in gnome-control-center have been
converted to settings panels, with the exception of the "Appearance
Preferences", which is slated to have some significant redesign work. I
have also excluded "About Me", since I expect the Accounts Dialog to
replace most of the important functionality.
I can't really comment on the status of capplets outside of the control
center module, except that I would personally prefer any that are
shipped with Gnome to be re-evaluated and if possible, pulled in to make
a more consistent experience. (e.g. would it make more sense for "File
Sharing" and "Remote Desktop" to be put in a "Sharing Preferences"
settings panel).
