Yea, I probably chose the worst time to send it.

Something that preserves backwards compat would be nice as this is going
to make it somewhat nasty to take an app adapted to use intltool >= 0.40
and build it on a distro that ships intltool < 0.40. So this is
definitely going to make backports of newer versions to enterprise and
LTS distros somewhat harder I think (but I haven't done a full analysis
of the problem). Colins idea about making a parallel-instable intltool2
would have solved this problem. I still think that's the way forward.

Also, I think, it sets an ugly precedent to break build-time ABI stuff
very randomly like this.
