Yes, we're string-frozen in stable branches. The goal of the freeze is
to not have a lot of modules getting tons of new strings because of
fixes. Without this, there would be too many string changes and it would
be hard for translators to keep up with all the changes.

(As Claude pointed out, it's still possible to get new strings in if
it's really important)
