Don't jump the gun on accepting new external dependencies. From
PolicyKit configure:

NOTE: Remember to create user 'polkituser' and group 'polkituser' before
      'make install'

g-s-t 2.21.2.1 is happy without it. Even though hal eventually will
require PolicyKit anyway, I would prefer to not accept a new external
dependency prematurely, short-circuiting the inclusion discussion.

-1 for PolicyKit for GNOME 2.21.2 in favor of g-s-t 2.21.2.1.
