Doh! it should anyways compile if PolicyKit is not found and just
disable all locking, fixing it now.

Right, sorry for not informing you before, the whole s-t-b 2.5.x series
is undergoing a series of changes that were quite necessary, everything
will be stable and ready to use in 2.6.x, which I think it'll be ready
way before gnome 2.22.
