I've given this a little bit of thought also, and I think it might be
best to implement a web interface as a plugin to an existing content
management system such as Drupal.  Once we start going down the path of
web interfaces and reporting, well, I see the web interface as more of a
PMO tool allowing oversight into cross-project resource management,
reporting for status reviews, etc...

...and once you're there you'll soon want this web portal to have those
content management features so you can hold your project management
methodology documentation there, along with articles about best
practices and lessons learned and so forth.  That stuff already exists
in Drupal and the various Nukes and should be planned into the solution
(IMHO).
