I'm not sure I follow your exact example but there is generally two ways
to delay tasks:
  
Nicholas wants to find out when the task is supposed to start if the end time is determined.  I do not believe Planner can do it at this time.   In other words:  can you delay the END of the task?  Can you then deduce what the START of that task should be?  There are some hooks in the Task dialog, but I do not think they work.
1. Add relations between tasks (click on a task and drag to another)

2. Set a constraint, which is done in the task view, click the start
date cell and choose "Start no earlier than"m or "Must start on".
