On my fedora workstation I created a file called accessibility.sh in the /etc/profile.d folder with the following contents:
export ACCESSIBILITY_ENABLED=1

If my understanding is correct, every time a user logs into the system, the /etc/profile file is executed, and this file executes the files that are present in the /etc/profile.d folder. I use bash as the default shell but I'm not sure if the same is true for other shells.
