[orca-list] Optimal way to put accessibility_enabled environment parameter

Hello everyone,
I know this question was and is asked numerous amount of times, but I 
would like to understand better how it works.
Each time I try to google on where to put ACCESSIBILITY_enabled 
environment parameter's location for Chromium to work with Orca, I don't 
get anything about it.
One user suggested to put it in .pam_environment file, but I don't 
really understand how it works and why I should put it there.
Are there any other options where we can put this parameter?
Can it be located at zsh config files?
The reason I am asking also is that I am configuring my arch on desktop 
and I'd like to understand better than just simply copying configs from 
my laptop, to understand the available options and choose the easiest 
one for not forgetting it in the future.
