Back when I tried the Ubuntu's one, it still did not.
As of GNOME 3, by default there are no desktop icons at all. If you want
those, you'll need an extension. I haven't tested the accessibility of
the extension.
GNOME-Shell seems to be somewhat accessible with Orca, based on my
recent testing of version 42.
