This is indeed correct on most sound cards. Somehow Pipewire, when used 
with wireplumber, does fix this, but it's only implemented in this way 
by default in Fedora 35 for now. Other distros can handle the 
Pipewire/Wireplumber combo as well, it's just not the default. Still, 
this technology is relatively new, and does have its own set of bugs 
that need squashing, although this is happening fairly quickly.
