Hello,
I can reproduce the bug on Debian Buster, Orca master using Kali.
On an empty Mate-terminal screen (or not empty), if I type for example:
echo "Budget"
When pressing enter "Budget" is pronounced before the prompt, as expected.
But if I type
echo "123"
When pressing enter only the prompt is pronounced

didn't always speak the number of characters. But in my current tests
with the orca update, I'm no longer seeing this. Aside from updating
Orca, you can use flat review to work around this. Just use keypad 7
to review the line above your prompt. Hope this helps.
