[orca-list] capslock stuck on Fedora Mate 35

Hello,

this happens to me very often, I can't say if it happens 100% of the 
time but it is quite annoying.

Environment:

Fedora 35 Mate, running on X (not Wayland), Orca from master.

Steps to reproduce:

1. Set keyboard layout to laptop mode

2. make sure that capslock is turned off

3. Switch to desktop mode (I think the problematic part is here that I 
launch preferences by capslock+space, but it is just a guess)

4. Now for me the capslock is turned on. If I press capslock, it 
announces "capslock off" but it still stays on.

5. Switch back to laptop mode.

6. Turn off capslock by pressing the capslock key twice

7. Go back to desktop mode.

8. The capslock works as expected.

As I said, I don't think it is 100% reproducible. Will the debug.out 
help in this case? Or should I look into other logs as well?
