is there maybe a way to work with Adobe so that there is also an 
accessible solution for Linux? Has anyone from the Orca team tried this?

Always converting the PDF files to text can't be a permanent solution, 
especially since you want to keep the tables, headings, lists, etc.

Have you tried Evince, as already recommended?
