[orca-list] Gsettings key and value for enabling screen reader in Mate?

I'm playing with a Trisquel 10 beta, on which orca works in the live
session and on the login screen in the installed system, but there's no
screen reader for the user, created during installation.  It may be, the
installer doesn't set something up right?  Does anyone know the
gsettings key and value for enabling the reader?
