You need two gsettings keys to be set. The first I believe turns on assistive technologies in the MATE desktop.

gsettings set org.mate.interface accessibility true

The second one actually makes orca start automatically.

gsettings set org.gnome.desktop.a11y.applications screen-reader-enabled true

You may still need to log out and back in after you set these, but once you enter that second setting, you should notice orca starting up immediately.
