And after the reboot, the primary system audio device is used at the
login dialogue, and the USB audio device is used within the logged in
session.
So I still can't get both the login and the session to use the same
audio device - not sure where to take up the bug at this point.

Pavucontrol kept announcing "progress bar" and was rather difficult to
use for that reason.
However, I was able to use the pactl command with
pactl list sinks
to show the cards, and
pactl set-default-sink
and
pactl set-default-source
with appropriate index numbers to switch devices for input and output,
respectively.
