That's because lightdm-gtk-greeter isn't installed in ubuntu 21.10 by
default.
On ubuntu mate 21.10 arctica-greeter is installed which doesn't provide
an opportunity to use a screen reader on a login screen.
So there are 2 choices.
1. Comment on this issue and request to add a screen reader support in
arctica-greeter:
https://bugs.launchpad.net/ubuntu/+source/arctica-greeter/+bug/1923253
2. Or the solution which will work faster
Install lightdm-gtk-greeter or slick-greeter.
