It seems like on Debian/Ubuntu there is a confusion between
site-packages and dist-packages. Perhaps try to run
sudo ln -s site-packages /usr/local/lib/python3.8/dist-packages
to fix that. You then need to restart orca. To make sure things are
getting installed as they're supposed to be, please also send us the
output of
ls -l /usr/local/lib/python3.8
ls /usr/local/lib/python3.8/site-packages
