thank you for your reply.
As turned out, after I removed speech-dispatcher that is provided by the 
system, orca was also deleted.
I installed it again.
Now when typing speech-dispatcher --version, it says:
speech-dispatcher 0.11.0.
But I cannot choose espeak-ng variants.
How is it possible to tell if everything is installed correctly?
As requested, I will provide the log.
