[orca-list] Update on Mozilla's text to speech effort

The (presumably now former) Mozilla developers who were working on text 
to speech and speech recognition technology have now created a new 
organization to continue these projects.

Anyone who is monitoring their progress with a view to potential use of 
the software with Speech Dispatcher and Orca can now follow this work at
https://coqui.ai/
