[orca-list] Third-Party Voices

I am wanting to install new voices with Orca. Voxin seems to be down, so I plan to use RHVoice. I’m on Ubuntu and I am reading on github that it is not packaged already. Instructions say to run,

sudo add-apt-repository ppa:linvinus/rhvoice
sudo apt-get update
sudo apt-get install rhvoice

A couple of questions. 

Do I need to run RHVoice after running these commands or just go into orca preferences?

There github references speech dispatcher. Do I need to install and configure this first?

Last, do I use orca or RHVoice to configure and select the voice?
