I had this issue on Arch as well. I solved it by enabling lingering for my user.

loginctl enable-linger <username>

Thanks to Emacs' web-paste-buffer command for making this a heck of a
lot easier. If you need anything else, just let me know. Also, if anyone
knows how to add Ladspa effects to Alsa or Pulse without any audio lag
and such, I'd love to know.
